The female victim was 16 years old at the time of the incident. Per Florida Statute 119.071, no further information will be released that would tend to identify the victim.
What: Pinellas detectives charged a Palm Harbor man after he had inappropriate sexual activity with a 16-year-old female.
When: The crime occurred on June 29, 2018 at about 10:30 p.m.
Where: The crime occurred at Charles Flohr’s residence located at 847 Tampa Road, Palm Harbor.
Why/How: Pinellas detectives charged a Palm Harbor man after he had inappropriate sexual activity with a 16-year-old female.
According to detectives, they became aware of the sexual battery on the 16 year old victim after she was hospitalized for consuming a large amount of alcohol.
Detectives say 46-year-old Charles Flohr befriended the 16-year-old victim through an 18-year-old mutual friend. Both the victim and the 18-year-old witness went to Flohr’s residence located at 847 Tampa Road, Palm Harbor.
Detectives say Flohr poured shots of liquor for the victim and then engaged in sexual intercourse with the victim while she was intoxicated and physically unable to resist.
Detectives interviewed Flohr at about 5:25 p.m. on Saturday, June 30, 2018, at the Dunedin North District Station. Flohr admitted to having the 16-year-old victim and witness at his residence. During the interview, Flohr also made reference to possible consequences to having a “threesome” with a 16-year-old and an 18-year-old.
Through various investigative techniques, detectives were able to determine that the incident did in fact take place.
Flohr was arrested at about 5:35 p.m. on June 30, 2018, and was transported to the Pinellas County Jail without further incident.
Flohr was charged with one count of Sexual Battery (physically helpless to resist).
