The victims are both male and are two and three years of age. Per Florida Statute 119.071(2)(h)1, no further information will be released that would tend to identify the victims.

What:
Detectives assigned to the Crimes Against Children Unit arrested a man for two counts of Aggravated Child Abuse with Great Bodily Harm after he intentionally bit a two and three year old, leaving permanent scarring. Detectives also arrested the mother of the two children for two counts of Child Neglect with Great Bodily Harm.

When:
The incidents began in June 2018 and lasted until August 2018, when the children were removed from the home.

The suspects were arrested on December 13, 2018. 

Where:
The incidents occurred at a private residence in Tarpon Springs.

Why/How:
Detectives assigned to the Crimes Against Children Unit arrested a man for two counts of Aggravated Child Abuse with Great Bodily Harm after he intentionally bit a two and three year old, leaving permanent scarring. Detectives also arrested the mother of the two children for two counts of Child Neglect with Great Bodily Harm. 

Detectives began their investigation on August 20, 2018, after the four children of 25-year-old Andrea Fulton were removed from the home, due to domestic related issues with her paramour, 29-year-old Rashawn Davis.

The children range in ages from one year of age to six years of age. Davis is the biological father of the 1-year-old. When the children were removed, three of the children were placed in foster care and one child was placed with a family member.

Detectives learned after the children were removed, they were examined by medical personnel and multiple bite marks and long linear scars were present on two of the children.

Detectives were told by medical staff that the 2-year-old male had over 35 laceration marks on his back and eight, circular bite marks on his back, buttocks and facial cheek. The 3-year-old male was found to have one circular bite mark on his buttock.

During their investigation, detectives obtained dental impressions of Fulton and Davis’ teeth due to the children only being in their care and custody.

A Forensic Odonatologist examined the dental impressions and excluded Fulton, but did not exclude Davis. The Forensic Odonatologist confirmed the bite marks were not accidental in nature and the force used to leave a mark was significant.

On Thursday, December 13, 2018, detectives interviewed Davis at the Pinellas County Sheriff’s Office located at 10750 Ulmerton Road in Largo. Davis admitted to biting the 2-year-old multiple times out of frustration.

On Thursday, December 13, 2018, detectives also interviewed Fulton at the Pinellas County Sheriff’s Office located at 10750 Ulmerton Road in Largo. Fulton admitted to knowing about the bite marks and not seeking care for her children.

Detectives arrested Davis and Fulton and they were transported to the Pinellas County Jail without incident.

Rashawn Davis was charged with two counts of Aggravated Child Abuse with Great Bodily Harm.

Andrea Fulton was charged with two counts of Child Neglect with Great Bodily Harm.

The children remain in either foster care or with family.

The investigation continues.
