What:
Detectives assigned to the Detention Investigations Unit have arrested 26-year-old inmate Jason Davis and his 26-year-old girlfriend Antoinette Monroe. Monroe was mailing Suboxone to Davis, in the Pinellas County Jail. Davis in turn sold the Suboxone to other inmates.   

Where:
The investigation was conducted at the Pinellas County Jail located at 14400 49th Street North, Clearwater.

When:
The investigation began May 14, 2019, after detectives received information about drug dealing occurring within the Pinellas County Jail.

Why/How:

Detectives assigned to the Detention Investigations Unit have arrested 26-year-old inmate Jason Davis and his 26-year-old girlfriend Antoinette Monroe. Monroe was mailing Suboxone to Davis, in the Pinellas County Jail.  Davis in turn sold the Suboxone to other inmates.

On May 14, 2019, detectives learned an inmate was purchasing Suboxone strips from Davis. Through their investigation, detectives discovered Davis was receiving the drugs through the United States Mail.

On May 31, 2019, detectives received information indicating Suboxone strips were going to be included in that day’s mail. Detectives searched the mail and found one envelope containing two Suboxone strips. Two more Suboxone strips were found in another envelope of incoming United States Mail on June 4, 2019.

Forensic analysis of both envelopes identified Monroe as the sender of the envelopes.

Through interviews with inmates and other investigative techniques, detectives learned Davis sold approximately $600 worth of Suboxone while housed in the Pinellas County Jail.

On September 24, 2019, Monroe was detained during a traffic stop where marijuana and morphine were found in her possession. Monroe was arrested and charged with four counts of Possession of a Controlled Substance, two counts Delivery of a Controlled Substance, two counts Introduction of Contraband into a Detention Facility and Driving on a Suspended License. Monroe was transported to the Pinellas County Jail without incident.

Davis was charged with two counts Possession of a Controlled Substance Principal, two counts Delivery of a Controlled Substance Principal; two counts Introduction of Contraband into a Detention Facility Principal. These charges were added to the charges he is currently incarcerated on.

The investigation continues.
