Taskforce Investigation

Update as of 9:15 a.m. on Friday, September 15, 2023

Attached are the findings of the Pinellas County Use of Deadly Force Investigative Task Force investigation regarding the officer-involved shooting by St. Petersburg Police Department (SPPD) Special Investigations Unit (SIU) Undercover Detectives on August 30, 2023.

Based on the Task Force investigation, including officers' statements, physical evidence, video evidence, and witness statements, SPPD officers had sufficient legal cause to stop and detain Davis in furtherance of their armed robbery investigations. When Davis pointed a pistol at Undercover Detectives #1 and #2, they both had a well-founded fear that officers would be shot.

"I find that when Undercover Detective #1 shot at Davis in response to his actions, he did so to protect himself and fellow officers from Davis' threatened use of deadly force and that Undercover Detective # l 's discharge of his firearm in the performance of his duties as a police officer was lawful and proper under the circumstances pursuant to F.S. 776.012."
